SAN FRANCISCO (KCBS) -- Local officials said Friday that diversity and funding will pose major obstacles for the nine Bay Area counties as they try to come up with a workable plan to reduce Greenhouse gases by 2030 as mandated by the state government.
According to the Joint Police Committee, the problem is that there are 109 governmental agencies in the Bay Area and almost all have financial problems. Ironically, Governor Schwarzenegger vetoed a bill that would have helped the governments with funding for the project.

Councilwoman Jan Brunner of Oakland who sits on the Association of Bay Area Governments, Friday said money will be a problem.
"Oakland City staff is very concerned that this really takes top level planning, and that means resources that we don't have. So I think the issue of resources to actually do this becomes critical," said Brunner.
The committee must come up with some solid ideas by September of next year.
