SAN FRANCISCO (KCBS) -- A number of new ideas are being looked at to reform California’s death penalty system.
Under present state law, all death sentences have to be reviewed by the state Supreme Court. One proposal is to pass a constitutional amendment allowing appellate courts to review cases.
One drawback to this idea is the additional cost. Chief Justice Ronald George, who first proposed the idea, says it isn’t doable right now because of the state budget deficit.
Before executions were put on hold in California, the average length of time from sentence to execution was running 25 years.
