SAN FRANCISCO (KCBS) -- The Catholic Church is in the process of reorganizing its non-profit organizations and it could end up costing the Archdiocese millions of dollars.
The church is attempting to shift property from one non-profit to another, a move that is considered a change in ownership, according to San Francisco City Assessor Phil Ting.
Ting estimates the Archdiocese will have to pay as much as $15 million in transfer taxes to record the changes, but church officials disagree. They say it's never been done before.

The assessor says he's running a tighter ship than his predecessors and rules that were ignored before are now being enforced.
The Archdiocese's options are to pay up, fight the assessor in court, or leave the property deeds as they are.
