RICHMOND, Calif. (KCBS) -- New drought restrictions are on the way for people who live in the Contra Costa Water District, as customers are being asked to cut their water use by 15 percent.

The new plan will prohibit hosing down sidewalks and driveways in the Contra Costa Water District, but the 15 percent reduction goal is not mandatory for most residents.
District spokesperson Jennifer Allen previously told KCBS that those who use the most will be required to conserve.
"The program will be based on customers historical water use," said Allen. "This is not a program to raise our rates in any respect. We would be looking at a potential penalty charge for those who do not achieve their allocations."
Residents who use less than a thousand gallons a day, which is about 90 percent of district customers, will only face a higher rate if their water usage increases. But those who already use more than a thousand gallons a day will face the new drought rate of 300 percent if they don't cutback.
The new rules take effect May first.
