PLEASANT HILL, Calif. (KCBS) -- Liquor store and bar owners in Pleasant Hill: take notice. The city's police department is starting a crackdown on underage drinking next month.

Several decoy operations will be conducted with a $25,000 grant from the state. One is the "shoulder-tap," where minors ask adults to buy liquor for them.
Police Chief Pete Dunbar mentioned some others. "We're also going to do some minor decoy stings at alcohol establishments...and also do surveillance in bars because a lot of our calls for service come from bars," Dunbar said. "We have homeless issues. And homelessness and alcohol are inter-related."
He doesn't consider substance abuse a big problem in Pleasant Hill, which has a high school and a community college. But Dunbar points to the case of Miramonte High School sophomore Joseph Loudon, who died after drinking at a party last month.
"Alcohol abuse is a big deal, and when minors get involved, it's even worse. It becomes uncontrollable," Dunbar said. "We don't want to see one more kid end up like the poor kid and his family and friends in Orinda."
