South Bay School Districts Face Growing Economic Pressure

SAN JOSE, Calif. (KCBS)  -- California Superintendent of Public Instruction Jack O' Connell has painted a bleak economic picture for several school districts throughout the state.

O' Connell spoke at the Franklin McKinley School District in San Jose Tuesday, one of seven Santa Clara County Districts with a qualified certification status.

Qualified certification is assigned when the district may not meet its financial obligations for the current or two subsequent fiscal years.

"It's in no way an indictment or designed to be an embarrassment," O' Connell said. "It's to let the school districts know that they are not receiving the level of funding that they anticipated they would have."

The number of school districts statewide with both a negative or qualified certification has quadrupled over the last two years.

McKinley District officials said they will be canceling summer school next year, adding furlough days and increasing class sizes to stay fiscally solvent.
