CONTRA COSTA COUNTY, Calif. (KCBS) -- Governor Schwarzenegger Friday called a special election Nov. 3 to replace Rep. Ellen Tauscher in the 10th Congressional District.
There will be a blanket primary to precede the election on Sept. 1.
"That means that regardless of your party registration everybody appears on the same ballot," explained Steve Weir, Contra Costa County Clerk. He said if one candidate gets a simple majority, then the general election would be cancelled.
The short election cycle serves as a challenge for East Bay election officials, as mail-in ballots must be ready by early August.

"We're trying to work off of no overtime no weekends and that's going to be really tough," said Weir.
Potential candidates have until Monday to turn in six-thousand signatures to qualify for the ballot. Candidates can also make the ballot by turning in at least 40 valid signatures and a $1,700 fee by July 20.
Tauscher resigned from the 10th Congressional seat after she was confirmed as the new undersecretary of state for arms control and international security.
The district includes parts of Alameda, Contra Costa, Solano and Sacramento counties.
