SAN FRANCISCO (KCBS) -- Declawing cats would be illegal in San Francisco under legislation given initial approval Tuesday by the Board of Supervisors.

On the first of next year a new state law goes into effect that prohibits local governments from enacting laws against cat declawing. That pushed the issue in San Francisco, and on a 9-2 vote the Board passed a cat declawing ban authored by Supervisor Ross Mirkarimi.
”It is well documented that it is a form of torture, and animal cruelty,” said Mirkarimi.
Animal rights activists came to a hearing last week to support the ban, with the only opposition coming from the California Veterinary Medical Association, which is the same group that pushed the state preemption through the legislature. In contrast to that organization, many local vets testified that cat declawing is a partial foot amputation that causes chronic pain, disabilities and behavioral problems.
