The federal government is expected to announce tomorrow that there will be a independent scientific review of the California water crisis.
The study will look at what can be done to meet environmental goals without costing the system so much water.
Greg Zlotnick with the Santa Clara Valley Water District’s Office of Delta Policy says the state is definitely going to need more water storage facilities in the future.
KCBS' Mike Colgan reports
"If the water is not able to be captured," he said. "That water then will simply flow out to the ocean."
Voters will be asked to approve an $11 billion bond measure next November to pay for new storage facilities.
