SAN JOSE, Calif. (KCBS) -- The city of San Jose has been one of the leaders in water conservation techniques, requiring new buildings citywide to put in separate irrigation systems, so that recycled water can be used for outdoor landscaping.
"The great thing about recycled water is that it's the most reliable source of water," said environmental services director John Stufflebeam. "It's pretty much its always going to be there. That's why doing everything we can do to expand its use."

But several developers represented by the Building Owners and Management Association think the city is going too far with its latest plan. The new proposal would require new office buildings to put dual -plumbing systems inside, one for drinking water, and another that would use recycled water for toilets and air conditioning.
BOMA spokesman George Denise says that system would be very costly. He says recycled water hard to come by, and currently only 10 percent of all buildings in San Jose use it for landscaping.
